Agree in premise that most FRD needlessly remains classified, but disagree that we should automatically revert all FRD 25 years old and older to NSI and review for release. In the introduction, the author states the case RD & FRD are distinct and that distinction is derived from the AEA, but then provides no road map on how to get from being distinct to being ordinary (NSI) as stated in the last paragraph.
Action should be initiated with Congress that allows for the treatment of FRD as NSI, but until such time as the AEA is amended, FRD must be treated in accordance with its provisions.
Caveat: I am not the “official” voice of DoD on this issue and regardless of my personal feelings, I am professionally required to abide by not only the AEA, but also DoD policy.
